Assessment or degradation of emission reduction non-compliance

SASAC and the Ministry of environmental protection recently jointly issued the notice on Further Strengthening the energy conservation and emission reduction work of central enterprises (hereinafter referred to as the notice), which requires central enterprises to strictly implement environmental policies, comprehensively adjust the energy structure, accelerate the construction of pollution control facilities, increase investment in scientific and technological innovation, improve management institutions, improve the assessment, reward and punishment system, and earnestly play an exemplary role to ensure the completion of the energy conservation and emission reduction targets and tasks in the 12th Five Year Plan.

The notice requires that all central enterprises should build and improve pollution control facilities in strict accordance with the requirements of relevant laws and regulations to ensure the stable and up to standard discharge of various pollutants. By the end of 2015, petrochemical enterprises in Beijing Tianjin Hebei, Yangtze River Delta, Pearl River Delta and other regions will basically complete the comprehensive treatment of organic waste gas. By the end of 2017, the natural gas substitution transformation of coal-fired boilers, industrial kilns and self provided coal-fired power stations will be basically completed in the urban built-up areas in Beijing, Tianjin and Hebei, the urban agglomeration in the Yangtze River Delta and the existing enterprises in the Pearl River Delta.

The notice stipulates that oil refining enterprises should accelerate the upgrading and transformation, gradually improve the quality of oil products, and ensure that key cities in Beijing Tianjin Hebei, the Yangtze River Delta, the Pearl River Delta and other regions will fully supply vehicle gasoline and diesel that meet the standards of phase V by the end of 2015. By the end of 2017, supply vehicle gasoline and diesel that meet the standards of the fifth phase in the country.

The circular emphasizes that all central enterprises should actively play a guiding role in the development of the industry, promote advanced and applicable technologies, processes and equipment, and optimize production processes and processes. Vigorously adjust the structure of industries, products and energy consumption. Through mergers and acquisitions, we will further reduce excess capacity, resolutely stop the construction of illegal projects under construction in industries with excess capacity, and prohibit the transfer of backward capacity.

The notice points out that SASAC will, in strict accordance with the relevant provisions on rewards and punishment for energy conservation and emission reduction, deduct points or downgrade the business performance assessment results of the heads of central enterprises for different events. Environmental protection departments at all levels will suspend the EIA approval of new major pollutant emission construction projects of enterprises if they fail to complete the task of emission reduction targets; In case of environmental pollution incidents, illegal sewage discharge and other environmental problems, according to the nature and impact of the problem, penalties such as emission reduction, fines, EIA approval restriction or listing supervision will be given.
