This is the current situation of our current struggle between the acceleration of environmental protection and the continuous deterioration of the environment. It is an unbearable battle for environmental protection. Race against time, compete with people and bet against reality. The bet is the sustainable development of the future and the health of billions of people, including future generations. Environmental pollution, ecological destruction and climate change are like three "environmental mountains" on China's head, making this ancient oriental country undergoing economic and social transformation even more staggering. Fortunately, we have not lost the opportunity, nor have we given up hope and surrendered.

In the communique of the Third Plenary Session of the 18th CPC Central Committee, although the length of ecological civilization is only 170 words, the top-level design of "protecting the ecological environment with systems" is ready, and the vigorous attitude of the central leadership of "not going one step further on the issue of ecological and environmental protection" runs through it. The establishment of this "bottom line consciousness" is the reform "big move" to solve the dilemma of ecological and environmental protection.

In the past, there was not no institutional system and innovative measures to protect the environment. In many cases, what was missing was the consensus and joint action of a game of chess. For example, in terms of ecological compensation, the pilot of carbon trading has long been carried out, but the enthusiasm of all localities is not high enough to support the task of energy conservation and emission reduction; As early as 2011, the national development and Reform Commission drafted the regulations on ecological compensation, but it was stillborn. The painful lesson of the continuous decline of the ecological environment fully shows that the old road of environmental protection, which relies on environmental pollution to automatically promote development and transformation, bold breakthroughs by individual local departments, and conscious implementation of wrist breaking reform by officials, is simply not feasible. In the case that the assessment and promotion of officials are linked to GDP, any environmental protection measures that hinder GDP are futile.

Where's the way out?
